The film is a story about a 12 year old street boy who is named Municipality by people and during a reformatory session, he finds a 2 days old baby abandoned on street.
Municipality gets worried that the street baby will become prey to the street dogs if it is not taken to its parents on time. In absence of any guardian Municipality takes charge to search for the mother of the two days old baby.

Municipality has four other street friends Soda, Sursuri, Cutting and Dhed Shaana ready to help him in his mission of searching the mother of the new born baby. He runs across the city from one place to other to search for the mother of the kid and after much struggle he reaches the place where he finds the real mother of the baby.

But as Municipality wins in his aim to help the baby reach his mother, he looses one of his most precious dreams. Municipality had set an image of his mother in his mind and when he reaches the real mother of the new born,his thoughts about a loving caring mother shatters and also shatters his believe that one day his mother will come searching for him in the streets ,where he was found some 12 years back. He always had a god like image of his mother and the real life incident, brings him out of imaginary life.
